Ms. Land is IEEE President-Elect, an IEEE Fellow. She has more than 30 years of industry experience in the application of software engineering methodologies, the management of information systems, and leadership of software development teams. She is the author or co-author of a number of texts, papers, webinars all supporting sound software engineering principles and practical application of software process methodologies.
Ms. Land has a long-standing history of service within IEEE. She has served three terms on the IEEE Board of Directors, as the 2018 Vice President of IEEE Technical Activities, as a member of the IEEE-USA Board of Directors (2013, 2016), a member of Region 3 Executive Committee (2016, 2017) and President of the IEEE Computer Society in 2009.
Missile Defense Agency (2010 – Current)
(2010 – 2019) Ms. Land was responsible for advancing the Command, Control Battle Management and Communications (C2BMC) Program mission objectives, first as Chief Product Engineer (2010-2013) as then as Deputy Program Manager for C2BMC Spiral 8.2-1 (2013-2015). This was a 7-year $1.2B product development effort. She was responsible for the product development, acquisition oversight and technical engineering management of the FY 17 release of the Command and Control software supporting the Missile Defense Agency’s ballistic missile defense efforts. C2BMC Spiral 8.2 representing more than two million lines of software code. Spiral 8.2-1 improved integration of Allied systems and information flow in all theaters, allowing faster information sharing across the global Ballistic Missile Defense System. (2016) As the Program Manager for Spiral 8.2-3 Product Development she led a 3-year $120M follow on development effort. In 2019 Ms. Land was appointed as the Program Manager for C2BMC Foreign Military Sales Product Office.
MITRE (2007 – 2010)
Principle Software Systems Engineer providing technical leadership to senior government sponsors in the strategic planning, acquisition and engineering of software intensive systems, enterprise systems, system of systems and/or complex systems. MITRE is a not-for-profit organization chartered to operate in the public interest managing three Federally Funded Research and Development Centers (FFRDCs) for the U.S. government. Supported multiple projects for MITRE’s Software Engineering and Computing Department. Working primarily to support the Missile Defense Agency (MDA) Ballistic Missile Defense Systems (BMDS) Concurrent Test Training and Operations (CTTO) effort as independent technical lead for software and simulations, the Department of the Navy’s SPII (Software Process Improvement Initiative), and software engineering support to the Undersecretary of Defense for Acquisition, Technology, and Logistics (AT&L).
Northrop Grumman/ Program Manager / Technical Director Huntsville Operations / Technical Fellow (2000 – 2007)
Program Manager Software and Systems Engineering providing senior software engineering program management support to the AMRDEC Software Engineering Directorate, Redstone Arsenal, AL in support of the America’s Army Project Office where she was the Production Planner for the America’s Army program responsible for production of both the public game and DoD training applications. In addition, as Technical Director, provided support to the Huntsville Operations office. Responsibilities include the business development, growth, and technical mentoring of multiple project teams in all aspects relating to software engineering.
